Boonie hats aren't in CAP regulations AFAIK... Do some units wear them as a squadron policy? Maybe it's time to suggest something to the squadron staff

You are correct. There is nothing in 39-1 approving the wear of "boonie" hats, otherwise known as a toboggan. Up here in the mountains, its a matter of keeping yourself and your team from freezing to death(so to speak). SO, we do allow our members to wear some items(such as the toboggan and snow boots) that ARE not worn at a normal CAP meeting.
